Compare the amount received for the same total budget on the sender's side. A visible fee and a less favorable exchange rate can have the same effect in different ways.
An example with numbers
You have 1,000 units of your currency. Option A takes a 10-unit fee and converts 990 at 1.10: 1,089 units arrive. Option B charges no fixed fee and converts everything at 1.08: 1,080 units arrive.
Try it with your numbers
Ask for both quotes at the same time and for the same currency direction. Check whether the recipient pays any extra charge.
